KAMPALA: Civil, Commercial, Family Divisions of High Court get new heads as judges are reshuffled

Justice David Wangututsi who has been a judge at the Anti Corruption Division, is now the new head of Commercial Division while Justice Vincent Zehurikize is the new head for Civil Division.
Justice Zehurikize replaces Justice Eldad Mwagusya who was recently appointed Court of Appeal Judge while Justice Wangututsi, replaces Justice Geoffrey Kiryabwire, who has also been appointed a Court of Appeal judge.
Justice Edmond Lugayizi who has been a judge at the Family Division, now becomes its head.
Other news Division heads include; Justice Moses Mukiibi who has been at Family Division, is now to head International Crimes/Criminal, while Justice Wilson Kwesiga who has been at Kabale High Court, is to head Land Division.
According to Principal Judge who heads the High Court, in his staff deployment communication, the transfers take effect from July 15,2013.
“Please note that the deployment of the Honorable Judges takes effect from 15 July 2013, those heading Divisions and Circuits will ensure completion of all pending judgments/rulings and making of written hand over reports,” stated the PJ in his May, 17 communication.
The PJ added: “New designations have taken into account recent reforms and therefore deployments seek to effectuate them,”
“The Acting Chief Registrar and the Office of the Secretary to the Judiciary are to take immediate steps and to make all the requisite arrangements for efficient and expeditious administrative implementation of the contents of this circular.”
In his communication, the Principal Judge noted that a comprehensive and definite deployment of newly appointed judges by President Museveni will soon be effected to ensure effective and efficient delivery of justice.
