Govt requested to dissolve PCCB over ineffectiveness

Kwimba residents in Mwanza Region have asked the government to dissolve the Prevention and Combating of Corruption Bureau (PCCB) for being ineffective.
Airing their views before the Constitutional Review Commission, Nyambiti, Mwandu and Malya villagers said since it was formed a few years ago, the PCCB had never shown its effectiveness in fighting against or preventing corruption in the country but was rather undermining the work of the Police Force and courts of law.
A Mwandu villager, Mr Boniface Nyanda, 76, said the PCCB could claim its worthiness only if it had prevented government officials from signing deals or implementing projects that cost the country and its people billions of shillings every year.
“The PCCB should be dissolved for being ineffective since it was formed a few years ago,” he complained.
Most villagers claimed the government erred in forming the PCCB because most of the reported cases could efficiently be handled by the police.
“Corruption is a state of mind that depicts immoral behaviour. The government could use religious institutions, scholars and psychotherapists to educate members of the public about corruption,” explained Mr Joseph Matalu, 48, from Malya.
Most villagers in the three wards of Kwimba District wanted the judiciary system to start with local governments by allowing village or ward tribunals, which they said could give better services than the present system under the central government.
Mr Leonard Godfrey Nyanda, 50, said village tribunals would function better since they would be close to people and communities they served.
“When one commits a crime here it won’t take long to find him or her because we know each other quite well,” noted Mr Nyanda.
Empowering ten-cell leaders by giving them full employment also drew a number of supporters in the three wards of Kwimba.
Mr Budobudo Masala, 62, said ten-cell leaders played a pivotal role in the security of the country and their patriotism helped the country to be a safe heaven.
“They are the most available leaders in the community hence the new Constitution should change their status by giving them full employment, retirement benefits and health insurance as other employees,” he noted.
After Kwimba District, the Commission will today start its Magu round before going to Ukerewe District.
