UGANDA: Minister, PS Kaliisa could face prosecution over power cash

Former energy minister and the permanent secretary could face prosecution if the parliamentary recommendation contained in a report on the mismanagement of the energy sector is followed.
The leaked report, exclusive to the Sunday Monitor, says Energy PS Fred Kabagambe-Kaliisa, Privatisation Unit Director David Ssebabi, former Minister Kamanda Bataringaya, Mr Johnson Kwesigabo, former Secretary ERA and UETCL boss Elias Kiyemba abused their offices and caused an annual financial loss of more than Shs10 billion from 2006 to date.
The team found the top bureaucrats culpable in the mismanagement of the country’s power sector and recommends that they face prosecution.
The report says on November 23, 2006, the accused sat in a meeting and, calling themselves prominent persons, “arbitrarily” inflated the percentage power loss by five per cent contrary to the 33 per cent that had been set by Mr Daudi Migereko, then the Energy minister.
“Since then, the report says, Umeme has been putting distribution losses between 35 per cent and 38 per cent and government has been absorbing the losses inherently with the cost of each percentage loss estimated at $4 million per year P.4
