UGANDA: Muslims lobby for law

Muslim activists have appealed for the enactment of the Muslim personal law to enable them fight domestic violence and other crimes.

The legislation is expected to be used by Kadhi’s courts in line with Sharia Law for cases involving family relations, crime and punishment, inheritance and disposal of property, which are the main causes of conflicts among Muslim communities.

During a meeting on access to justice in Muslim informal centres last week, the chairperson Muslim Centre for Justice and Law, Mr Jaffer Ssenganda, said if Kadhi’s courts became formal, problems would be solved because the courts would be the most convenient for Muslims to settle their disputes.

Ms Lillian Kiwanuka, from the Law Reform Commission, said they were still reviewing the Muslim Personal Law Bill but would soon be taken to Parliament.

The spokesperson of Uganda Muslim Supreme Council, Hajj Nsereko Mutumba, said the Bill was drafted in 2010 but was still under review.

“This Bill will help our brothers and sisters who are facing domestic violence because the Kadhi’s courts which are solving their disputes are taken as informal courts yet they have all the details on Islamic laws and norms (Sharia),” Hajj Nsereko said.

He added that Muslims know what the law states but they are waiting for the Law Reform Commission to take it to the Parliament for debate.

Mr Ssenganda made the appeal during an event organised by Muslim Centre for Justice and Law with support from the Democratic Governance Facility in Kampala.
