Amend PPP law, says Slaa

Public-private Partnerships Act should be amended because it has failed to work, more than two years since it was enacted, Chadema says.

Chadema secretary general Wilibrod Slaa told a CEOs Roundtable monthly dinner in Dar es Salaam on Tuesday that the amendments should address bureaucratic issues, inadequate legislation and unfairness that make the law unworkable.

Matters regarding slow economic growth, improper process of procurement and the announcing of tender winners should be dealt with.“The government has to draw up a miscellaneous amendment to be debated by stakeholders to address the shortcomings,” said Dr Slaa.

Sectors that play a central role in the public-private partnership (PPP) policy should include agriculture, tourism, hospitality and water delivery.Other areas are health, education, research, manufacturing, animal husbandry, fishing, recreation, culture and construction of markets.

He insisted that any changes to be done should offer more incentives to local investors.Dr Slaa said local communities in which the PPP projects are undertaken have to benefit from social services and good infrastructure, without affecting the operations of the investors. Chadema would like to see PPPs play a great role in improving infrastructure and other sectors.

Earlier, CEO Roundtable chairman Ali Mufuruki said the senior politician was invited to the event to learn party views on business matters and discuss the points raised. “We hope to get their contribution in PPP operations on how policy environment can be improved.”
